it may seem obvious to some but it took me a bit to realize why i didn't get the lead in to nagrand i was expecting.
You will not get this breadcrumb quest unless you go to your axefall garrison and get 'News from Nagrand' which sends you to Rokhan in your garrison.

Check that sweet Command Board in your Garrison if you are level 98 and don't have this quest. Arrow over to Nagrand and hit 'Start Quest'. Graciously Accept the quest and continue onward for glory.

If Rokhan doesn't offers you this quest, check your Adventure Guide (Shift+J as default keybind) and start the quest in Nagrand tab

Speak with Stone Guard Brox at the caravan in Nagrand.

How come it doesn't just give all the Hero call quests for level 80's?
I can't actually get any from it, I've gotten all my Hero Calls from NPC's instead.

There're a lot of quests which are alternative to Hero's Calls. When you finish questing in the zone, you're usually given a quest to visit another zone. I believe these and Hero's Calls are mutually exclusive.

A series of quests new to Cataclysm, they serve to introduce a new zone to players when they reach the minimum level for the quests in that zone.
For new players, you can basically follow a simple rule: When you can take a Hero's Call quest, you are powerful enough to move on to a new zone with more appropriate quests for your level.

Note that this board only shows quests related to the Human race. Therefore, quests like Hero's Call: Loch Modan! is not shown.

if you look closely to the thing in the metal border, you can see it was the former westfall stew quest

If you look at it very closely, there's a Troll there, and there's a X over his hair. If you then look at the text it actually says HAT.
Going by what we know now, it seems that Alliance don't like Trolls not wearing hats, or alternatively, hate Trolls who does.

I am trying to put together a transmog set using the Unfortunate boots that are a reward for the Heros Call: red ridge quest but I can't get the quest from the board or the king. I've gone back to it every level since 13 and nothing.. am I missing something?

Horde version is called Warchief's Command Board. I'm a regular alliance, noob for horde.

If you're a new player and you don't know what's going on you can miss an entire expansion by accidentally breadcrumbing out of the expansion zone from the Hero's Call board.
As a new player back in 2012, I bought Mists of Pandaria but I never got to play the expansion because when I got to a certain level I was shunted to the Heros Call board and I didn't know I didn't have to take one of the board quests. All I knew was there was a giant message that popped up on my screen that told me to go to the Heros Call board and take a quest. This kicked me out of the questline that would have led me to Pandaria.
After never seeing Pandaria for several days and not being able to figure out how to get there, I eventually quit the game out of boredom and frustration of not getting to play the content I paid for and demanded a refund.
It wasn't until several years later when I came back to play BfA that I figured out how to get to Pandaria from Stormwind by taking the 'The King's Command' quest, but by then nobody was playing the expansion and Pandaria was a ghost town.
